Can you migrate us without downtime?

Most migrations can be staged for minimal or zero downtime with proper planning, cutover rehearsal, and rollback paths — the approach I've used on production networks.

Do we need to be on the cloud?

No. Cloud, on-prem, or private cloud — the infrastructure-as-code and automation principles apply either way.
